PNG Police Officer charged for raping detainee

AN OFFICER in Port Moresby, PNG  has been charged with the deprivation of liberty and rape of a woman he initially had apprehended for consuming alcohol in a public place.

Benjamin Bala from Tubusereia in Central Province was arraigned at the Committal Court at Waigani yesterday following a successful bail application on Wednesday.

Magistrate Cosmas Bidar told him that at this stage his charges are mere allegations and that the police have three months to investigate and substantiate those allegations.

According to the police summary of facts read by Mr Bidar, the allegations took place on June 22 at the National Capital District Commission office at Four-Mile.

The court heard that the woman complainant and two men were picked up behind the Boroko Post Office for consuming alcohol in a public place.

It was alleged that the two men were kept in a separate room, while Mr Bala locked the complainant in an office belonging to NCD reserve police.

It was further alleged he raped her thus he was charged with one count of sexual penetration without consent and another count of deprivation of liberty.

On Wednesday the same court granted him K1000 bail.

Bala was arraigned despite police prosecutor, Joseph Sangam’s failure to produce a file for one of his two charges.

Sangam told the court that he would have it filed before the next court date on August 11.
