Basil: 3- tier government system confusing

The Deputy Opposition Leader, says the 3-tier governing system is confusing.
Sam Basil who gave an over view of developments in his Bulolo district at the National Development Forum in Port Moresby yesterday, says the three system of government, which are the National, Provincial and District Development Authorities are not coordinating well when it comes to service delivery.
He says, in most cases, District Development Authorities and the Provincial Governments are not liaising, when it comes to servicing the electorates.
Mr. Basil used his electorate as an example, where both the DDA and the Provincial Government, each both a vehicle to assist church work in the same community.
He says similar incidents may be occurring in electorates across the country.
Mr. Basil says there is no clear-cut responsibilities outlined for the D-D- A and the provincial governments, and as a result, service delivery is done on a head hoc basis. NBC News
